The Proper relation between the individual and the state has long been a problem which has baffled thinkers since ages. Whether individual or the state is more important, and what are the obligations of one against the other is a controversy that affects human life.
Allegiance and rights are two inseparable facts of the relationship between the individual and the state. Citizens owe allegiance to the state and in return the state must provide the conditions necessary for the development of individual personality. Rights are most important of such conditions. They are the opportunities provided by the state for the citizens to realize their personalities. Prof. Laski has observed, " every state is known by the system of rights it maintains" It may be noted that
constitutions of most modern states incorporates the rights of citizens, for ex the Indian, the Irish, the U.S. Constitutions etc.
