Government may be classified in different forms depending upon the number of persons in whom the sovereign power is vested and the end of the government. On this basis governments may be classified into democratic and dictatorial. A dictatorial government is one in which the will of one person or a party prevails, and the source of authority is in a single person or a party. A democratic government, on the other hand, is one in which the will of the people ultimately prevails an ultimate sovereignty is vested in the people.
