John Austin (1790-1859), The English Jurist, gave an elaborate exposition of the legal theory of sovereignty in his book Lectures on Jurisprudence, published in 1832. His views are based on the teachings of Hobbes and Benthana though his theory is by no means the same. Pluralistic theory of state sovereignty is a reaction against the monistic/Sustin theory of state sovereignty which endows the state with supreme and unlimited power.
